Short-term rental - New property specifications in force from October 1st 2025

Updates by e-mail are sent by the Ministry. Tourism, through AADE, to property owners who have active Property Registration Numbers in the Short-Term Rental Property Register, regarding the new specifications that will apply from 1/10/2025.

The briefing is as follows:

"Dear Madam / Dear Sir,

Known that you have active Real Estate Registration Numbers (AMA) in the Short-Term Rental Property Register of AADE (art. 111, Law 4446/2026, A' 240), we inform you about the new specifications that will apply from 1/10/2025 and concern your specific properties.

Specifically, all properties leased on a short-term basis (art. 3 of Law 5170/2025) must cumulatively:

• They are areas of main use (par. 95, art. 2 of Law 4067/2012, A' 79), and must have natural lighting, ventilation and air conditioning,

• Are insured against civil liability for damages or accidents that may be caused,

• They have an electrical installer's solemn declaration, fire extinguishers and smoke detectors, leakage relays or anti-electric shock relays and escape markings

• They have a rodent control and disinfestation certificate, a pharmacy with first aid items, as well as a driver with emergency telephone numbers.

On-the-spot Checks

To verify compliance with the above specifications, employees of the Ministry of Tourism and/or mixed inspection crews (with employees of the AADE and the Ministry of Tourism) will carry out on-site inspections at the space you are renting and has been declared on the platform of the Short-Term Rental Property Register.

You will be informed about the check by e-mail, at least ten (10) days before it is carried out, in order to provide any information confirming the fulfillment of the above specifications.

The inspectors of the Ministry of Tourism carry their identity card and a written order to carry out an on-site inspection by the competent body of the Ministry of Tourism or bodies authorized by it, and will present them during the inspection.

The written order shall contain at least:

• The number and date of the order.

• The name of the employee to whom the audit has been assigned.

• The name or name, address and Tax Identification Number of the manager or owner of the house being leased on a short-term basis.

In the event that the audit is carried out by a mixed team consisting of AADE employees, an on-site tax audit order is also issued (art. 30 of the Tax Procedure Code, Law 5104/2024, A' 58).

As an auditee, you must cooperate with the employee conducting the audit and present the certificates, attestations and any information requested to prove compliance with the above specifications.

Fines for Non-Compliance

Property managers are imposed by the auditors of the Ministry of Tourism with an independent administrative fine of five thousand (5,000) euros, if they DO NOT:

• Enter the controlled property is allowed.

• one of the above specifications is met.

• comply with the obligations of par. 6 (art. 3 of Law 5170/2025).

In particular, if a new inspection is carried out within one (1) year from the notification of the fine imposition act and a new violation of the specifications is found, the above fine is imposed twice and in the case of each subsequent same violation four times the amount initially imposed.
